Can I use 65W 6700K Aquarium Light to start seeds

I have a spare 65W 6700K Aquarium Light that I'd like to use to start seeds.... mostly tropicals like bananas, etc. The light was used to grow live aquatic plants in aquariums.

I just want to get them started under this light.... not looking for full growth and blooming obviously... just their first few months of life.

Will this light work?

I winter many established tropicals under fluorescent grow lights in my basement. Normally, when I put them outside in the Spring, any leaf that grew under the fluorescent light will get sunburned and die. That's fine. However, if I start a seed under artificial light, my fear is the plant will not be big and strong enough to take a move to the outdoors in Spring... even if I slowly acclimate by putting it in the shade, etc. Does using a higher intensity bulb solve that problem?
