Newbie - Zebra iris, when to plant?

Moved into my house in Oct. 05. Waited a full season to see what was growing around the house. Designed a new gameplan for front areas and want to get to work on it this year.

I want something to look good even when the flower is not in bloom, which is why I'm attracted to the zebra iris.

It is now Mar. 31st here in Rockland County (just northwest of Manhattan)....

Questions:

-How should I go about planting zebra iris's?

-When should I plant them?

-Can you order mature plants for planting or is it best to start from bulbs?

-Any other plants that you can recommend that are low maintenance (i.e. Hostas, Lillies, etc.) and have foliage that look good through the spring/summer/fall? I'm just going for the simple look.
