so.. let me get this straight.. you hang out at the end of the driveway with a camera.. lawn chair and adult beverages ..???? i would solve this issue from where i view it most.. the porch chair... the kitchen window.. etc .. and i would solve it at varying distances.. i often tell peeps.. that in solving a view of the neighbor .. you put yourself in a giant box.. if you insist on ONLY planting things on the property line ... sooo i usually recommend some smaller trees.. halfway between them and the property line ... i would not solve a view that i pass in the car.. when i drive home... or else i would be doing every box down the road .... that said.. i would go with conifers.. some dwarf and mini close... and a larger one out in the lawn ... and i would call miss dig before i went digging around ... a big old electric service box ... ken

You could install a trellis on two sides of the utility box, and run it back toward the dogwood to build continuity with the garden bed. You'd have to keep it several inches away from the box for safety, but you could grow quite a few different things. For your zone, I think some of the ornamental sweet potato vines are gorgeous.

Access to the box is important. If you are speaking about the box in the yard that is about 3x3 you may consider ornamental grass and perennials. Maybe a spirea, or some shrub that can be cut back to the ground if service is needed on the box. I believe they may be limits the utility co has on how close plants should be to the box. Leatherleaf VB get large 8x8 and often do loss their leaves in zone 6.

They exist simply because homeowners no longer want power poles in their yards, so they now get these green bumps in their front yards! Hard to get them moved usually because they are caveats on the lots in question, and possibly not on the neighboring lots. If you plant around them, they WILL be cut down when maintenance is required, be it the next storm, when it blows up, etc. The local utility maintenance crew AND your neighbors will be cussing you out too, as you sit for an extra hour or two while they find a crew to cut the brush, THEN do the electrical work. (Rarely is it the same crew) Best to leave them alone, and follow the required planting restrictions. removable solutions are best, like others have suggested. (Where I live the utility has the power to cut them down as necessary, at their will/discretion. If you planted where you weren't supposed to, they don't necessarily have to compensate you either...)
