Tardiva (or Unique) leafing out strangely

Hi and thank you for reading my question. We bought a lovely tardiva tree form hydrangea at Home Depot last year that flowered beautifully. Since it flowered in early August, we assumed it may be a Unique rather than Tardiva. I wrapped the trunk for the winter. We just had a few weeks of great rain and just the very tips of her branches have leafed out. The rest of the branches remain completely leafless with no sign of leaf buds. Since this is our first year w/a panicle, I'm wondering if this is normal or if the plant suffered from a stange winter. Our winter this year went from freezing to thaw to freeze to thaw ..etc with little snow. Some say we are zone 4, some say zone 5. Since I planted it near the house I figured it had some protection. Does this sound bad or normal? Thank you in advance. =)
