cutting back my hydrangea?

I transplanted my hydrangea when we moved three years ago. I didn't expect any blooms the first year. I didn't get any blooms the second year. Here we are year 3 and still the old wood just looks dead. The buds look browned and crisped, the wood is Brittle and sounds hollow. I think it got bit by a late frost that we weren't expecting. It still has the same old wood from years previous, should I cut it back and let the new foliage from the bottom come up?
