Impatiens tinctoria dormancy

My Impatiens tinctoria was growing well over the winter in my cool (55 to 60F) basement under a High Intensity light with other tropicals I overwinter. Sometime in May it appeared to go dormant - lost leaves but stems stayed firm and appeared green. It was put outside in June but has not started to grow again, although its roots appear white and healthy. Is there anything I can do to break its dormancy? Thanks!!
