In terms of making your hoyas fuller, it depends on the hoya. Some branch out when you cut the stems back, but I would say that most don't. The best way to make them fuller is to take cuttings and put them back into the pot (in order to root, you need to stick at least one node in the pot).

8-10 inch pots sound pretty big for hoyas. But that also depends on how big they are. Most of my hoyas are in 3-4 inch pots, and my biggest ones are in 6-8 inch pots. Hoyas like to be rootbound.

If the plants are not thriving and the soil is very dried out, it's time to repot. It might have been a very peaty soil. When you repot, downsize to a pot that will keep the roots snug. Also, use a fast draining soil since most hoyas don't like wet feet. I use a mixture of regular potting soil, perlite, and fir bark (or any kind of bark-type chips, like coconut chips). I use about a 1-1-1 ratio. I sometimes just use 50% soil and 50% perlite. Anyway, I won't get too into soil mixtures, because that discussion can go on and on! Just use something loose.

I agree with Gabi. Also - if you cut them back and they DO branch out, then you have won both ways!

If the soil is very sandy it's likely to have lost all its nutrition, I would definitely pot them in new soil/perlite mixture in a suitably -sized pot.

On some hoyas (polyneura and cummingiana), I find pinching the tips forces new branches to form from the side at lower nodes. This will keep the tip from continuing to grow (sometimes), so you should have a bushier/compact plant.
