Fennel seed, sweet fennel, or fennel?

I want to put together an herbal tea that is comparable to the Aveda Comfort Tea, which contains sweet fennel, according to the ingredients. I haven't been able find anything in my searches about sweet fennel. Is this the same as regular fennel? I have found recipes for tea using fennel seed. I haven't found any sources to buy any other parts of fennel, so could I use seed in the tea? Any help would be appreciated, because the Aveda tea is ridiculously expensive, but oh so good!

Fennel Foeniculum vulgare, Florence fennel, sweet fennel, bulb fennel, finocchio F. vulgare azoricum and bronze fennel F. vulgare 'Purpureum' are all edible fennels including all parts of it. The sweet fennel has a large bulb which is often sliced thin and eaten as a vegetable. For a tea, you can use the seeds and/or the stalk and fronds. You should be able to find fennel plants at any nursery that carries a good stock of herbs.

It needs to be at least about halfway yellow/brown before there will be reasonable germination. The more brown the better, actually. If you are going to store it for next year, it has to be fully dried before storage.

You can use Florence fennel seeds for cooking and for planting. So I'd say it's worthwhile collecting them.
