Potted Bay Laurel leaves dying off

Our bay laurel was growing well, and we repotted it in a larger container and it took off. about 3' high, then the leaves started browning, shriveling up, and falling off.
The plant has gotten much worse than this photo. Mostly bare stems with only a few healthy green leaves left on the ends of a few branches, but there does seem to be new buds on the ends of some of them.

I'm guessing it was some sort of root rot from over watering. I have cut the water back a lot, only infrequently giving it some. The question is what to do with this plant?
will it recover? Should we try to repot it in new clean soil? Should we take some cuttings and start over?
