Rosemary and oregano advice needed

2 questions here:

i have a rosemary planted in a large container, it's about 22 inches tall and about 4 years old. its done well inside over the winters, and i put it outside in the summer. I'm concerned that as of now, it appears spindly with just some minor new growth on top. it hasn't sprouted the lush new green allover that it usually does in the beginning of summer. I gave it a small trim in May, but perhaps it needs more substantial trimming? could it be sulking from all the rain?

i also have an oregano plant in the ground which has is growing like crazy. it is about to produce flowers. do I trim back the flowers or will the oregano continue to grow if it has flowered? this is my first year growing oregano
