Rosemary plant issues

I am not a person with a green thumb. I seem to kill every plant I touch. I have a rosemary plant, though, and it is doing fine save for one thing. The thing is covered in fluffy powdery white stuff. If i move the plant or shake it a bit the stuff flies off rather easily. I'm thinking maybe it is powdery mildew, but I dont want to spray it since I intend on eating it at some point, using it in recipes and such. How can I get rid of this? I got some plant organic oil online and heard if you mix it with baking soda it takes care of it. But I dont know for sure. Is this true? The site actually said if you mix it with baking soda it becomes illegal..whats that all about? I cant seem to find much info on whats going on with my plant so I joined this forum. Any help is greatly appreciated. I have problems with this tiny little bugs/flies but I guess thats for a different topic. Thanks in advance!
