Lavender for Dried Flowers

I've recently "discovered" lavender in cooking. Can anyone suggest the best variety to grow in Z5 Chicago for cooking/baking? I'd prefer something perennial. I've planted Munstead and Lady Lavender. I'm not sure what the differences are between the different varieties. There was one that I planted that never came back.

Also, if I want to infuse sugar, do I use the flowers or the leaves/stems?
