You may get bulbs next year, but you may also end up with no bulbs and lots of flowers which is what I suspect will happen. Most onion varieties are photoperiod sensitive and bulb formation is triggered by how long the night is. It's likely that your plants simply didn't have enough energy to form bulbs when they got triggered to do so. Onions are biennials which flower in their second year which is why I think the train may have left already in terms of getting bulbs. Certainly you can keep them and see what happens. You can also use them for green onions. If bulb production is your goal though I would get some plants next year of a variety appropriate to bulb well in your area. Google Dixondale Farms and read their FAQ section to get a really good understanding of what varieties are likely to perform best in your area. In the event you decide to purchase plants I recommend Dixondale highly. I don't think you will find anyone who has had a bad experience with them and they always send far more than you order.

If it's in a fully enclosed porch, that helps. If it's warmer in there during the day, that helps. But it can also help if you get yourself some bubble wrap and wrap the pot a few times. It's kind of the easiest and fastest ways to get a little extra insulation on a pot in the porch if you can't do more serious stuff. If the pot is small enough to fit in a cooler, that works well too- think of the styrofoam caps folks sometimes use on rose bushes to overwinter. If you get box food delivery service that has insulation in the box, that insulation works well too. Yes, you should water. But not a lot. You don't want the dirt to go bone dry, but you don't want it wet either. The plants are dormant and so don't really need water themselves, but the dirt still should be a bit moist. And pots seem to want to stay damp longer when it's cold out so you might not need to water much at all depending.

I just leave mine alone because I do very little garden clean up in the fall. In the spring, you can rake the dead leaves away. You might have to cut some areas but you'll see new growth coming up. That should be your goal. Get the old leaves cleaned up before raking will do much damage to the new growth.
