I'm not sure, but I think you might have the invasive weed called garlic mustard right there, yours would be in its first year/ rosette form...if that's what it is, you'll want to yank it out of there asap before it goes to seed and self-sows everywhere. Very hard to get rid of, there are major efforts across many states in the US to get rid of this, as it is choking out many native plants. Taste it, any sense of garlic, and that's it. Change "may" not need to "will" not need summer watering (after establishment) and you've got it for the ceanothus! Vinca would cook in that situation - I wouldn't bother with that. "performs best in rich, evenly moist, well-drained soils in partial shade, but is adaptable to soils of average fertility, soils of various pH, and occasional drought (once established), but is not tolerant of full sun (which quickly leads to decreased vigor and chlorotic foliage)"
