Looks like lavender cotton or santolina chamaecyparissus.

Actually, foilage isn't gray so maybe not. Perhaps it is creeping phlox...hard to tell how tall it is from this camera perspective.

It's about 16 inches at its tallest and it doesn't flower. Here's a close-up of the leaves.

That closely resembles heath (genus erica) -- not the same as heather (genus calluna), but related. The only thing holding me back is that you say it doesn't flower. Heath does flower in late winter/early spring or even summer depending on the species.

If it doesn't flower, it is likely a dwarf creeping conifer, perhaps a yew of some variety. It really has me puzzled, though so please let me know if you are able to confirm what it is. For instant gratification, you might want to take a cutting to a local nursery and ask them to figure it out.

It is definitely a heath, most likely Erica carnea, winter heath. These are extremely hardy plants and will survive even to zone 3 with good snow cover. There is a very large mail order heath and heather nursery located in Rhode Island and a naturalized stand of Erica cineria in Massachusettes, so it can grow in your area.

As to why no blooming, the only reason I can think of is that it does but during the time of year you normally have snow on the ground....therefore it is not seen. Specially if it is a white flowered variety :-)
