Flamethrower. I just took down a wide swath of ivy between me and the neighbor off my fence from a rat condo complex nest on their side. We are in the woods. At first they were concerned their privacy would be tainted but then they saw my garden and said oh we can see your flowers. Leave it clear. Anyway, I use Ground Clear to keep the other neighbors ivy from creeping in the other side of the house. If you get it on the foliage only, the soil stays fairly clean to plant within two to three weeks later. You can detach the ivy from the fence and just treat what is on your side. Neighbors generally have the right to obliterate overgrowth from another garden that overlaps their property line if that neighbor is not going to maintain their side of the property. Though you wanna keep the peace too. We agreed to bring it all down in this case.

This sometimes requires a bit of digging and with many underground utilities a dig permit and utilities location may be required, if it's in the front of your home. This permit is provided free by the utilities companies engineering group upon telephone request. Without it, any damage to utilities(even your own cable tv line if you're with Comcast) could cost you quite a bit of money. I am always in the Buckhead area and would be happy to look at it for you. I have lots of guys that work for me that look for weekend work like this.

Not the most efficient way of dealing with English ivy but herbicides can work. Triclopyr is more effective than glyphosate but both would benefit by a surfactant added that helps penetration of the leaf cuticle (that waxy surface) rather than just the straight herbicide. Other tips: use the maximum strength of whatever product you get. Apply in spring as the plant pushes new growth - brand new leaves are less resistant to the herbicide. Also exposing the vining stems by stripping off leaves (who has time for that with an ivy infestation??) or just whacking the plant back to expose cut stems will also allow better herbicide absorption. Living in the invasive English ivy capitol of the universe, I can say categorially that any chemical intervention is not going to be nearly as effective or as efficient as manually removing the plant and all its roots. Yes, it takes time and effort and good deal of manual labor but it will provide the best results. And with minimal impact on the environment.
