7a isn't so bad, we hardly dip below 10 degrees. A lot of plants that were formerly thought not hardy here are proving hardy the last few years. I have some cape fuchsia pulling through. Yes, 'Goshiki' osmanthus is fully hardy here and I planted quite a few at my cousins. They can get massive I saw a mature specimen at a nursery near her house. I worry it will not fill the space as they are very slow growing though and more rotund than tall. I have seen a few other osmanthus at nurseries but they aren't offered here too much due to our area having variable dips in zones, it's super erratic so many places don't carry certain things and its only in the last few years that more solid zone 7 plants have been showing up in MD at nurseries. Our yard is definitely zone 7a though.

4 season of interest, no pink, fragrance, and flowering is an awful lot to expect of a single plant. If there is room for more than one plant, you can combine several to get this, but I doubt that any one shrub will do all of this. Perhaps you can plant some annuals or perennials around the feet of your shrub to provide interest when your shrub isn't providing interest or you could plant a light weight vine to climb into your shrub to provide summer flowers. -Weigela won't be of interest in winter, but will be the other 3 seasons. Some have variegated leaves, and they have either red or pink flowers, so check on specific varieties for flower color -Variegated colored twig dogwood. They are available with yellow or red twigs for winter interest and either gold and green or white and green variegated leaves for interest spring, summer, and fall. Not flowering in an ornamental sense, but the leaves are as ornamental as flowers IMO. Not fragrant. PJM rhodies have lovely deep mahogany foliage in winter, though it does curl in really cold weather. It's a deep reddish green in warm weather. Flowers are a screaming magenta (does that count as pink for you?) though 'Landmark' has a deeper color. No fragrance, but 4 season interest. Viburnum carlesii or Burkwoodii have lovely scented spring flowers and fall color, but are fairly boring in summer and winter. Fothergilla has spring flowers with a light honey scent, basic green summer leaves, and gorgeous red, orange, and gold fall color that hangs on later than most other autumn foliage. No particular winter interest. Birdsnest spruce. No flowers, but 4 season interest. I know all of these will grow for me, but I am not sure if they will grow in a full zone 4, so check their hardiness. Regardless of what you plant, it will need care the first year and will need watering in long dry spells. Putting mulch under it will cut down on weeding. Alternatively, grow a type 3 clematis on a pretty trellis. The trellis will provide winter interest, there will be a long sason of flowers, but they don't have a scent.

Hi, Sorry the picture is not terribly helpful. The leaves are opposite each other on the stems. The flowers are relatively small and white with five round petals. The flowers do seem to give off a fragrance, but I personally do not find it to be a very nice smell. I looked up both of your suggestions and I think it looks somewhat like Philadelphus virginalis, but it is hard to tell. I think I may move this shrub to a different location so I don't feel as compelled to prune the life out of it as it grows in front of the front door and windows. Thank you for your help! My favorite shrubs for hedges are the hollies. There are many of them available and some get quite tall while others remain more compact. Their tiny flowers (so small you hardly notice them) are amazingly fragrant, and the birds love the berries, although they generally don't eat the berries until later in winter. Hollies are amazingly heat-tolerant, drought-tolerant and wind-tolerant once established. Dwarf Burford holly makes a really nice privacy screen along a fence line with the proper spacing, particularly if you let them reach their natural pyramidal shape and don't prune them. The use of the word "dwarf" is deceptive because they are dwarf only in comparison to regular Burford holly which is a huge monster. The dwarf Burford hollies we planted about 10 years ago are about 10 feet tall and each plant's spread covers 6' to 8' feet in width. We spaced them pretty far apart so they could reach their mature size without crowding one another. Another lovely shrub that is underused is Abelia. These are semi-evergreen, small-leaved shrubs that flower in spring. Their growth is quite dense and they are very drought-tolerant once established. I have a chaste tree in the backyard butterfly garden and the wildlife love it, and so do I, but it is deciduous and won't provide much privacy in winter. After you spend a little while looking at all the plants on their website, you'll have all kinds of ideas about what you could plant for a privacy screen. I second the idea that a mixed hedgerow is healthier because one disease can wipe out a monoculture of one plant variety.
