Fuchsia bonsai dormant when bought...i think..

Hello, hopefully this wont' turn out to be a redundant post. One of the bonsai I recently purchased is a dwarf fuchsia. It's almost completely bare save a couple of crispy leaves. I'm assuming it's gone dormant. It has what looks like tiny budded leaves that had gone crispy by the time I got it. My other dormant bonsai sprung to life once I got them home, but this one remains bare. The shop suggested i give it lots of humidity, so i bagged it, but that didn't help--plus i found a snail, which freaked me out. I have been brushing the bark with a toothbrush to remove old bark and look for pests. I saw a couple of little white almost fuzzy spots, but nothing glaring. The small branches are still bendy enough that it might be alive. So, do you think it's dead, sick, or just stuck in dormancy for the next umpteen jillion months?
