sensitive skin solutions

This seems an odd post, but I just started to wonder if anyone else has this issue. I have very sensitive skin. I hate to wear gloves and whenever I have been manipulating dirt by hand, or even doing things like pulling white clover from the yard I end up with very itchy hands/forearms. Of course it goes without saying that I attract every kind of biting insect and end up with welts that take forever to go away. I love to garden and be outside, but when it comes with itching myself raw I do start to wonder. It seems that any cortisone creams, etc don't do anything. Have even thought that perhaps I should use gardening gloves and cut off a portion of the fingers as a compromise. Anyone else have this problem and any solutions, including any natural solutions??
