Suggestions for Knot Garden Shrubs

Hi All,

I'd like to grow a knot garden. I need approximately 50 or so shrubs. Boxwood are out of the question -- too pricey for large enough shrubs. I want a shrub that grows quickly (finished knot garden will be about mid-calf high and equally as wide). Something that that the deer aren't likely to eat. And something that can take the cold -- we get down into the mid 20s during the winter with a dusting (a foot or so) of snow.

I was thinking rosemary? or maybe lavender? If rosemary is your suggestion, can you give me the name of one that's low growing -- to cut down on the labor.

my pattern will be simple -- a rectangle witn an x in the middle. what plants would suggest i grow in between the x?
