Alaskan Weeping Cypress

Hello all. I wonder if anyone can help me sort out my dilemma with planting an Alaskan Weeping Cypress. I wanted to plant the tree in front of my house. The problem is that the best positioning of the tree, away from electric wires, would place the tree in close proximity to my water meter. The city couldn't give me a number in regards to how close I could plan the tree, but they did say, I should make sure to plant it far enough so it wont ever interfer with the water meter.

My thought is that since I have already found out on line that I should plant the tree about 15 feet away from the house so that in doesn't interfere with foundation, it seems to me, I should plant it just as far from the water meter, which is impossible for my situation. I'm hoping someone on the forum could confirm or argue.
