Help me save my baby blue spruce!

I planted this dwarf blue spruce tree last fall and it has thrived since. However, over the past few weeks needles have started turning brown and falling off. I know this is not a good sign.

The ground is well mulched and acidic soil because it's near another large pine tree. We haven't had an excessively hot or dry summer, so I don't think that's the problem.

I'd like to spray the tree with something, but not sure what... any particular insecticide or fungicide I can use that won't hurt it? I didn't get any clues as to what it could be.

We have another dwarf pine that's been eaten by fire ants, but that's a good distance away from this spruce. And I haven't seen any ants here.
