deer & salt proof hedge

I need to replace boxwoods that ran along a sidewalk but didn't make it through the past winter. Apparently the maintenance personel are a little heavy handed when it comes to salting walkways for snow removal. 95% of the some 30 boxwood didn't make it. The other problem is deer. THEY EAT EVERYTHING HERE! I realize I am probably searching for a plant that doen't exist but any solution will be seriously considered.
One plant that I thought of was an Andorra Juniper but it is much more of a groundcover than a "hedging" type plant. If there were something more upright!!!
