Beheading echeveria

I am in the Pacific Northwest and have my echeveria in my greenhouse, where they overwintered well last year. I would like to encourage as many offsets as possible, and was wondering if it would hurt to behead them now? Also, do the new plants have to be IN the soil or just ON the soil? And, what is the best kind of soil to start them in? I am not sure what kind of echeveria I have, but it gets quite large -- in fact, it seems the larger the pot I put it in, the larger it grows I have lots of friends who want one. It has rather ruffly leaves that are edged in red.
Thanks for any help.
