Another 'Why does my citrus not grow' question

Well I have 2 citruses that just won't grow. One is a dwarf kumquat that just sat in the ground for a few years with absolutely no growth. I thought the soil was too wet, so transplanted it to a drier area. Months later still no progress.

Then last year I bought a dwarf Valencia. It already had fruits. I left it in the container for months (laziness). Then we transplanted it a few months ago. No growth and, as if adding insult to injury, no fruits either this year.

Both now get plenty of sunshine. The soil is fine. A few feet from these is a strange form of lime (extremely large fruit, extremely thick skin, and quite inedible) that has grown vigorously and is now about 9' tall. I got this thinking it was a kumquat (well, that's what the label said, but I suspect somebody was playing a joke on me).
