Citrus with very dense foliage.

I inherited a number of citrus trees, all seems to be fairly matured. The problem was that they were planted too close to the fence. The neighbor didn't like them so they were 'sheared' on that side. As they mature, they became too big even for our side, so the previous owner trimmed their foliage like big balls. Super dense.

The tree trunks are at least 8". Transplanting is impossible being too matured and concrete deck almost right up to the trunk. See pic:

To make matter worse, HOA imposed height limitation too.

What can I do? other than thinning the branches out a bit? Do citrus their foliage all dense? Do they flower and fruit that way?

By the way, the trees are in the desert, near Palm Springs, Calif.
