Did you have a bad storm in the past couple of weeks?

Nope. It's been going on for a couple of months. I thought it was whiteflys, but I put out some sticky yellow fly traps and it got some of them, but didn't seem to stop the problem. Also now that it's colder (I'm in southern hemisphere) the whiteflys all seem to be gone anyways.

Whiteflies are sucking insects. They don't make holes.

Are you absolutely certain you haven't had a storm?
Around here that sort of damage might be from hail. Elsewhere it could be from wind-blown debris.

I'm certain that it is not storm related. It's even worse on growing shoots which are attacked to pieces.

farsighted, where do you live? I have never seen this kind of damage from an insect. I would have guessed like Jean, that this was mechanical damage. But, if you say your new, tender leaves are being eaten almost completely, I would call your local garden center or ag agent, and ask.

Does anyone here know if citrus get any type of shot-hole like fungus?
I'm wondering now if it could be something like that. You can see a faint halo of yellow around a lot of the damage, which can often be a sign of fungal damage, plus the larger holes have the typical paper thing tissue left that often drops out later, giving these types of fungi the "shot-hole" name.

I know it's common on stone fruits, but does anything like that affect citrus?

Farsighted, like Patty said, it will help to know where you live and also pictures of the whole tree would be useful too.

No, Barb, not to my knowledge, and it doesn't really look like Shot Hole fungus, which I get in my area with my stone fruit. But then, if this person is out of the country, I can't vouch that they don't have something fungal that might do this. Sounds (and looks) more like a chomping insect, though.
