aloe vera exposed stem repotting

We have a 20-year old aloe vera that is about 12" tall. It is watered infrequently and has produced many new leaves over the years. The leaves at the bottom have dropped off with time, leaving about 4" of stem exposed. Can we cut off the top part and let the bottom grow out from the root and replant the top in another pot? Should we cut the long stem off at the base of the leaves, leave a short stem, or plant the whole stem deep into the pot? Should we let the top dry a day or two before planting? We understand not to overwater and to only moisten the soil for the first few weeks. Long question but would appreciate any help. Thank you.
