4-yr old Varigated Pink Lemon still not fruiting?

I have a varigated pink lemon tree that I bought in a 5 gal. pot at Lowes or Wal-Mart 3 or 4 years ago. It had flowers and a couple of fruit on it when I bought it. I transplanted it to a sunny spot outdoors where it gets watered a couple of times a week by the lawn irrigation system. Although the tree has grown to about seven feet high, now, and it develops flower buds from time to time, it has never set fruit. The closest other citrus tree, a Minneola Tangelo (Honeybell)planted at the same time, is about 15 feet away. It is the same age and it has just produced its first ever ripe fruit (just one Honeybell) in 3 or 4 years. Other citrus in the yard (a scrawny same-age Ponderosa Lemon with about 30 fruit on it and a robust 5-yr old Marsh grapefruit also loaded with fruit) are prodigious producers. What could account for my barren lemon and virtually so tangelo?
