OT: Morning glories and moonflowers

I know that I've seen posts from some of you guys that have MG's and moonflowers. I live in central Fl (obviously) It's zone 9. Can I grow these as periennials? Should I sow now or should I wait to sow after Feb? I want to do in-ground and around my UGLY chain link fences.
I have an in-ground brug that's done just fine, even w/o cutting back.
