Raphiolepis, Indian Hawthorn, either the white or pink, dwarf or regular is a possibility. You could use one of the hollies that stayed small - or you could trim it to size, or substitute osmanthus - no berries though. Evergreen azaleas might do, or one of the smaller rhododendrons, as might one of the abelias. What about cleyera or sarcococca? Butterfly bush is nearly evergreen - mine lost all their leaves the end of Dec. and are leafing out now. They would have to be trimmed for size. Camellias are another possibility that might end up too tall. If it's shady, then pieris is good. Mahonia is another shade possibility. Aucuba is another stalwart, possibly too used. Loropetalums might need to be trimmed to stay to size, but flower, and come with green or purple leaves.

Abelia 'Rose Creek' is a compact form of that plant.

What about Euynomous ( I am NOT spelling this right). There are dwarf kinds. I like the ones I just planted because there is no pruning.

Several of the various Euonymous species are classified as invasive, so do your homework first. And some get to be quite tall, so, again, do your homework.

And I just re-read the OP more carefully and realize the area is full sun, so ignore all my shade suggestions. The others, Indian hawthorn, aucuba, holly, osmanthus, loropetalum and abelia, are all still possibilities, as are butterfly bushes. There are also a number of smaller conifers, junipers, chamaecyparis, thujas, etc., that stay snall. Adding in a variegated one or two might add interest, since they won't have flowers.

I second the butterfly bush, Abelia, and Loropetalum. I don't know what color your house is, but a butterfly bush looks great against a light-colored house.

Tell us how this bed and plants are watered? Can you put drip irrigation there under mulch?
I'd be concerned that installing new shrubs at this time of year in an elevated bed with a brick heatsink nearby are going to survive.
Is this bed supposed to be a screen from traffic?
What is the maximum height you prefer for shrubs in this bed?
Any shrub that thrives on sharp drainage on an elevated site still needs regular moisture to get it established
especially when planting occurs now instead of fall.

We've already got a few euonymous so I'll forgo those. I have no concern for survival of anything in this bed; I have planted this bed later than this in the past with no issues. Just a bit more persistance on my part on watching for stress. I'm quite aware of what it takes to plant shrubs/trees in the Spring vs. Fall - but thanks for looking out for me. I have never followed the "rules" and haven't killed anything yet. Oh heck, I've moved mature roses in the heat of summer with transplant stress but ultimate survival.

The bed is not a screen from traffic (I'm in a cul-de-sac anyway) but something the builder installed many years ago due to the window height from the ground. I've replanted a few times and have not been pleased with the choices. I've spent most of my efforts in the past 11 years landscaping and planting our backyard and have neglected the front. It's not as fun for some reason.

Does anyone know if a CLEYERA japonica can be pruned to size?

Again, I don't know what size you want your shrubs to reach, but I'm planning on buying some purple smoke bushes, (Cotinus coggygria Atropurpurea) for my sunny bern.

According to the limited reading I've done, and maybe others can help me out here, but the newest cultivars of Hydrangea, specifically the "All summer Beauty" (HYDRANGEA macrophylla) variety claims to do well in Full Sun. I always thought hydrangea's were more of a partial shade shrub, but this one claims that it can tolerate full sun.

Another shrub I want to buy for my sunny spot is the ST. JOHNS WORT, (HYPERICUM Hidcote : H. PATULUM, GOLDENCUP) and I'm also going to plant some of the reblooming lilacs ( Syringa 'Josee'). The more I look at abelias, the more interested in them I am.

Darn, I just reread your post and saw that you wanted evergreens. I guess I'd go with the azaleas, or rhodies, or there are even some mountain laurels that can tolerate full sun. I was thinking of getting a variegated Daphne, (Daphne odora 'Aureomarginata') and that's an evergreen for full sun. Or a camelia? Sorry I couldn't be more helpful.

I've had good luck with manhattan euonymous. It takes good clipping and limbing up if you like. It gets very dense, like burford holly but is not spiny. It flowers in spring.

My experience with cleyera is they can be clipped back in early spring but I do that selectively instead of shearing it. The leaves are evergreen and very glossy.

And, Heather, sorry if I harped on the watering and drainage aspect.
