Year round blooming plants for in front or behind boxwood hedge:)

Any Recomendations for year round blooming plants (zone 9, south orange county) to grow in front of a new boxwood hedge or behind (haven't planted yet). I love the look of white roses but hate the upkeep during the wetter months-tons of rust and mildew for me.

I see white vinca planted a lot but can't seem to find if this is a year round bloomer for zone 9.

Would love to know what you have had success with in your garden!
