Cat ID

I found these little caterpillars on my A. tuberosa. I've only seen monarchs and milkweed tussock cats on it in the past. These must have just hatched and they have formed a tent. They are white with black heads and only about 1/8" long. Might these be newly hatched tussock cats? I've already had a bunch of tussock cats this season and have only seen them once they get furry and cute. I don't know what other cats feed on milkweed. The monarchs have just started laying eggs and I'd hate for these guys to eat it all up.
