Fertilizing Pot Sunk in Ground

When a pot is sunk in the ground, I assume I would need to give epsom salts for the Mg at least until the roots are growing out into the soil correct? I'm imagine since I just planted it out a few weeks ago that those roots are not yet there. Leaves are showing clear signs of Mg deficiency, but I plan to make up a gallon this afternoon once a friend gets back to town. We have no local store anymore and I'm not going 40 miles just for that LOL! I have been fertilizing with 15-30-15 once a week, but plant is still growing pretty slow; I'm sure it must be a little bit of transplant shock from water to potting soil yet. I've only seen 2 new leaves grow at the main growing point, but several side shoots coming from the base up. I have been pinching those out in order to go for a standard look. Of course no Y'ing yet. We took a bit of a cool down for the last week. Night time temps dropped back down to 40-45F and days between 64-66F. Today we are starting to warm up again.
