Camphor mulch and lawn alternative groundcover

Oh no! I had contacted a tree removal company that advertised free mulch on Craigslist and have now read some not great things about fresh mulch. To make it worse, the type of mulch I received is camphor, which I read could further inhibit new plant growth. Any advice, should I try to get rid of it or is there a safe way to use this mulch in my flower beds.

My second question is that I have killed off my weed-overgrown lawn in hopes of planting a lawn alternative plant (chamomile, creeping thyme, etc.). Any thoughts of what might work best in San Diego? I am looking for something green all year, low growing, and drought tolerant.

Thanks for your help, I am a new gardener and so afraid of messing this up!
