Fertilizing C & S

Hello.

I have some questions regarding fertilizer ratios for cacti and succulents.

For succulents like E. Milli, E. venenifica, Pachypodium lamerei, Operculicarya decaryi and others with foliage, I will plan to use a 3:1:2 fert.

I know I need to keep the % of N low, but what kind of ratio do I want with P & K to use with cacti and succulents like E. lactea v. variegata and E. greenwayi.

Maybe a silly question but, with plants like Adromischus', Aloes, Stapelias, Haworthia's, etc., is the growth considered foliage? I ask because they don't grow "leaves" like the first list of plants above and I'm not sure which kind of ratio to give these kinds of plants.
