Suggestions for LARGE prickly pear (in ground) w. bad scale

I planted a pickly pear in the ground (in the alley) about 10 years ago and last year it developed scale. I don't want to leave it with the scale (or should I?) as I'm worried that stuff will pass on to my other many plants & cactus. What do you suggest? Pesticical oil is not recommended when it's in the sun as it will burn the plant. I do NOT want to use poisons. Should I try the soapy water & alcohol or just leave it? This plant, if it were to come out of the ground, weights several hundred pounds, that's how big it is.
