Cats turn black

I've just started with butterflies and happy to say four went full cycle to monarchs. My question is twofold. 1st two stopped mid chrysalis and turned black. I'm assuming they are dead but don't know why.
2. I saw a milkweed bug near a baby. Cat and he turned black. I was under the assumption they did not harm cats. Was I wrong? Could they be the culprits?
I planted two gardens and made sure I have only one type of milkweed. When I see a cat I cut the leaf he's on and move him under an awning with five milkweed plants to protect them. However, a few have died and I'm concerned. Should I get rid of all the milkweed bugs? Do they serve a purpose?
