Green manure for front yard?

My new house has a small front lawn which has been almost completely taken over by weeds. Eventually I will do a permanent landscape, probably mostly drought-tolerant natives, but maybe a little food production too.

In the meantime, I'm trying to find something to replace the ugly mix of grass and weeds. I was thinking that a cover crop to build the soil -- and especially to loosen it up, as it's slow-draining clay -- might be a good way to go. It would have to be something either low-growing or mowable, and it would need to look decent all year round.

Any ideas?
