buddleia leaves chewed

All my buddleia have chewed leaves. The leaves look really terrible, all holes and rough edges. It's not Japanese beetles, they just arrived and seem to stick to the flowers. (And they aren't here in full force, my hibiscus and roses are untouched so far).

What insect would be causing this? I've been checking for over a week and can't seem to catch anyone in the act. The flowers don't look great either, they are just starting to open and are just not looking healthy.

Anyone have ideas on what this could be?
