Theresa water garden question

I never cut back my hardy water plants and figured the fish would use the decaying plant matter over the winter which they did. I can see new growth coming up from a couple of the plants now. Should I remove the last years growth now or just allow it to continue to decompose? BTW my calico looking goldfish made it. They all did and they really grew! I had some big 10" fancy fish but I let the kids toss in a few of the fish they won at the fair as well. Those suckers are about 5" long now!
