Is this a parasitic fly/wasp?

I collected the first Monarch eggs of the year a few days ago and they have all hatched. I have three separate tupperwares with 3-5 baby cats in each right now. I have found a tiny bug in 2 of the 3 containers, even though I thought I checked the leaves carefully when I collected the leaves. I am worried that it's a parasite and has infected the cats. This guy is tiny... maybe an 1/8 of an inch long with wings that extend straight back from its body. Sorry about the picture quality, it's hard to get detail on something that small since I don't have a good macro lens.

Any idea what it is??
