Planting WS Perennial

Another WSnewbie question. I'm afraid I'm being dense, but I'd rather risk that than plant my WS perennials in the garden too soon and lose them.

Am I understanding correctly that once my WS perennials germinate and have their first set of true leaves I can go ahead and plant them in the garden? Our last frost date is around May 10th. If I have seedlings with true leaves in, for example, early April, can I start planting them? That's my understanding as I'm reading through here.
