Why didn't I cover them?

I thought they were in a protected area and wouldn't get zapped by our first real frost the other night, but I was wrong... All three of my brugmansias look like they were hung with wilted spinach. I guess they will come back, because my neighbor has a large one in front of her house that has been killed back by frost a couple of times, and it keeps coming back and blooming over and over. I am pretty disappointed because the biggest one (a Cherub) had 5 buds on it and this would have been the first time it bloomed. But my question now is, will the new leaves come back out of the existing branches, or will it grow back from the roots? Should I cut it back (and how far) or just wait? I am really new to this. Also, one more dumb question -- my Lemon Twist bloomed recently, and (until the frost) had what looked like a giant jalapeno pepper hanging from the branches. Was this a seed pod, and is it easy to grow new plants from seeds?
