Frozen water garden with frogs. Do I need to poke a hole?

I'm a 1st year water gardener and I'm excited to finish my garden next year. I've filled it with water (about 1500 gallons total) and haven't added any fish yet. I have seen numerous frogs, green and leopard when I filled it in August. My question is do I need to keep a hole in the surface to allow the frogs to survive?
