sowing seeds directly into ground or transplant after frost?

Is it better to sow perennial flower seeds in fall directly into the ground outdoors or sow them into pots indoors and transplant them outdoors after frost (for spring and summer blooming flower seeds)? I think (although I am a beginner), that it is better to sow them indoors and then transplant them after frost, because the little seedlings are probably not going to make it when there is frost, and it prevent my pulling the wrong seedlings by mistaking them as weeds. However, sun loving plants would not like being indoors. What should I do? Thank you
