As I recall, you live in the PNW. If that's the case, there are literally scores of possibilities. And keep in mind that in our benign climate, various selections - including several mentioned above - will ultimately exceed your intended size limitations but many will tolerate careful pruning to keep size in check. A visit to a good garden center should reveal countless choices but I might consider Choisya ternata or Abelia x grandiflora.

For mail order I have used Ernst Conservation Seeds (http://www.ernstseed.com/) a number of times for plants and seed. Their catalog is pretty good about specifying the "ecotype" of the species and whether the species is native or not. I have also used Wild Life Nursery in Wisconsin (I don't think they have a web site) for bare root plants and seed -- I am growing some Duck Potatoes I got from them and they're big now. I am also attaching a link for native plant nurseries for the Chesapeake Bay area which includes a few New Jersey nurseries. I have not done business with any of these New Jersey nurseries so I can't comment on their quality. if you go to the opendns site you will see to the far right family shield I would go with that it is a bit easier to use and configure all made by the same people. Dr. Phil has a lot of good books and very easy to read and understand. I would try to check on some of them. I have a few but they are on a different topic. She should try to meet new people at church or other functions to stay busy and make new friends, but I would imagine it is hard to leave everyone especially family.Good luck.
