Can I still plant seeds in the garden?

I would like to still plant perennial and biennial seeds in the garden since it's so much fun to see them come up. I have an area I can use as a "nursery." I thought this could give them a head start for next year. Does this make sense or is it too late -- or too hot (Maryland) to do it now?

Also can you tell me when I should spread my sweet William and foxglove seeds?
