How to help an alder tree recover

Thanks to the "Identify that Plant" forum, I just learned that a very sad-looking tree at our new home is an alder tree. When we moved in last fall, the tree was looking pretty bare but I wasn't sure if it had just lost its leaves for the year so let it be. Come spring, a few small leaves here and there did grow but it never got very lush at all. Now, the tree is dropping little twigs with the mini pinecone-looking fruit.

Knowing now that it's an alder, I see that these trees need lots of water. Well, it hasn't been getting it here in our climate with just a shrub sprinkler hitting it 3x a week. I can fix that, but should I thin out some of the dead-looking twigs now? What else can I do to help bring this tree back?
