Privacy and Sound Barrier Needed

My town needs to cut down my frontage tree line of 100 feet for a new drainage system. This is on a rural residential road which has moderate traffic and dog walkers. Needless to say, I loose my privacy and sound barrier. They agreed to replace the trees with Arborvites. Now, I know the deer love these trees, but I'm unsure about the privacy and sound coverage they provide. I was thinking of a fast growing year round tree, and deer resistant, such as a blue spruce or some sort of evergreen mixed in with Red Maples. Does anyone have any thoughts to the type of trees, layout, or distance apart for each in the 100' line that will remedy the privacy and sound issue?? Any thoughts or suggestions will be helpful.
